Bylaw amendments

Proposed amendment: Part 10

On September 24, 2021, the College Board approved the addition of Part 10 to the Bylaws under the Health Professions Act, RSBC 1996, c.183, specifically, sections 10-1, 10-2, 10-3, 10-4, and 10-5.

By way of background, the Ministry of Health (MOH) is leading an initiative to legally allow hospital operating rooms in BC to use anesthesia assistants (AA) as “physician extenders” to provide team-based anesthesia care to patients. A Provincial Anesthesia Assistant Implementation Working Group was formed by the MOH in November 2019 to strengthen, streamline and support AA practice in BC. AAs are not regulated in BC and, therefore, do not have a legally defined scope of practice.

The MOH’s desire is to ensure the AA’s job profile

  • is provincially standardized,
  • is aligned with the 2016 National Competency Framework in Anesthesia Assistance, and
  • allows AAs to appropriately work within the province’s surgical strategy and surgical renewal plan.

The delivery of surgical services continues to be a challenge because of the availability of safe, quality anesthesia services. It is hoped that the AA role optimization will enhance patient access to anesthesia care.

In accordance with section 19(6.2)(a)(i) of the HPA, notice of the proposed bylaw addition (part 10) will be posted for a three-month notification period, providing College registrants and other interested parties the opportunity to review and comment.
