Health Professions and Occupations Act comes in force on April 1
CPSBC’s new governing legislation, the Health Professions and Occupations Act (HPOA), will come into force on April 1, 2026. While how the public and registrants (licensees under the HPOA) currently interact with CPSBC will mostly remain the same, there are some key changes to note.
New Bylaws
Updated CPSBC Bylaws to align with the HPOA will also come into force on April 1. This comes after several months of consultations with the public, the profession, partner organizations, and Indigenous governing bodies.

New board structure
A 12-person government-appointed board will replace the current board when the HPOA comes into force. The new board members were recruited through the recently formed Health Professions and Occupations Regulatory Oversight Office in a merit and competency-based process. The board will have equal public and professional representation with fiduciary duty to CPSBC and the public.
Changes to the complaints process
CPSBC will continue to handle the intake of complaints and subsequent investigations but will no longer determine disciplinary outcomes. A newly formed discipline tribunal, led by an independent director of discipline, will create panels to determine disciplinary action for misconduct. Support programs will also be introduced to assist patients involved in complaints alleging sexual misconduct, sexual abuse and discrimination.
