Now online: College 2016/17 Annual Report

The College is pleased to announce that the 2016/17 Annual Report, audited financial statements and committee chair reports have been published on the College website. This past year, the College acknowledged its 130th anniversary. A lot has changed in 130 years. Today, the College operates in a complex health system made up of many agencies with different mandates, and numerous individuals with unique perspectives. The Annual Report provides an overview of how the College and its partners have worked together to ensure our provincial health system is responsive to the needs and expectations of all British Columbians.

College Bylaws Amendment: Methadone Maintenance Program

Effective June 5, 2017, sections 1-19, 9-2 and 9-3 of the College Bylaws have been amended.

These amendments repealed existing sections of the Bylaws that directed the former Methadone Maintenance Program.

With the establishment of the BC Centre on Substance Use (BCCSU), most components of the College’s former methadone program will transition to the centre, including authorizing exemptions to physicians who wish to prescribe methadone for opioid use disorder under section 56 of the Controlled Drugs and Substances Act. The BCCSU will assume full responsibility of the program effective June 5, 2017.

This transition will allow the College to focus its efforts on the enhanced monitoring of all prescriptions for medications that pose challenges to patient safety. The College will continue to recommend to the federal minister of health authorizations to physicians who wish to prescribe methadone for analgesia, and provide duplicate prescription pads through its usual ordering process.

Walk-in clinics – share your experience

The College is partnering with PlaceSpeak to engage with members of the public on topics that are relevant to them as patients in British Columbia.

This current consultation focuses on patient experiences with referrals to specialists. The College of Physicians and Surgeons of BC's guideline, Expectations of the Relationship between the Primary Care/Consulting Physician and Consultant Physician, outlines expectations of effective interactions between referring physicians and specialists during the referral process.

College Bylaw Amendment: Section 10-1

On November 24, 2016, the College Board approved amendments to section 10-1 of the Bylaws made under the Health Professions Act, RSBC 1996, c.183.

As set out in the regulations for the practice of medicine, physicians are not permitted to dispense (sell) drugs to patients unless they have been authorized by the Board of the College of Physicians and Surgeons of British Columbia. Any physician who has obtained authorization by the Board to dispense must follow the standards for dispensing practitioners as set by the College of Pharmacists of British Columbia. The proposed Bylaw amendment aligns with the College’s revised standard, Sale and Dispensing of Drugs by Physicians, which was approved by the Board on November 23, 2016.

Notification of Bylaw Amendment – Non-Hospital Medical and Surgical Facilities Program

In 2016, the College Board set out a strategic direction for the revision of the Non-Hospital Medical and Surgical Facilities Program Bylaws. The focus of the revisions to the Bylaws include: strengthening the role of facility medical directors, enhancing privileging and credentialing, separating the accreditation of new and existing facilities, and increasing public access to information.
