Notification of Bylaw Amendment – Complaint Handling and Discipline

On January 27, 2017, the College Board approved amendments to Part 4, Section A of the Bylaws under the Health Professions Act, RSBC 1996, c.183. (HPA).

The current Bylaw provides that, where a Discipline Committee panel by a unanimous or majority report makes a finding under sections 39(1)(a) to (e) of the HPA, the Board, in a separate hearing, will consider the issue of punishment and costs under section 39(2) to (8) of the HPA. Having a separate body consider the penalty in relation to a matter that was heard by the Discipline Committee results in a duplication of effort and delay. The proposed Bylaw amendments provide that the Discipline Committee panel that hears the matter also determines penalty at a separate hearing overseen by that same panel, which is in keeping with the HPA and the practice of other professional regulators.

Notification of Bylaw Amendment – Non-Hospital Medical and Surgical Facilities Program

In 2016, the College Board set out a strategic direction for the revision of the Non-Hospital Medical and Surgical Facilities Program Bylaws. The focus of the revisions includes: strengthening the role of the facility medical directors, enhancing continuity of care, separating the accreditation of new and existing facilities, and increasing public access to information.

In February 2017, the College posted the proposed amended Bylaws on its website giving registrants and other interested parties the opportunity to review and comment. The feedback received during the consultation period was comprehensive and constructive, leading to further changes and clarification.

While most of the changes are minor, involving language edits to increase clarity in certain sections, two are considered substantive.

Patient experiences with referrals to specialists – share your experience

The College is partnering with PlaceSpeak to engage with members of the public on topics that are relevant to them as patients in British Columbia.

This current consultation focuses on patient experiences with referrals to specialists. The College's guideline, Expectations of the Relationship between the Primary Care/Consulting Physician and Consultant Physician, outlines expectations of effective interactions between referring physicians and specialists during the referral process. In revising the guideline, the College is seeking input from patients who are directly involved in and affected by the referral process. The feedback the College receives will be valuable in providing greater clarity to the medical profession on what is considered acceptable practice and conduct in ensuring a patient-centred, effective referral process.

DAP now live on College website

The College is pleased to launch a new landing page for the Diagnostic Accreditation Program (DAP). 

The DAP's now former website (www.dap.org) has been disabled and all relevant content has been migrated to the College website. The transition also includes an improved navigation and a refresh of DAP documents to enhance user experience.

Educational registration display in the online physician directory

Effective July 19, 2017, all registrants in the educational class will be listed in the online physician directory accessible on the College website.

The educational class of registration includes:

  • medical students (year 1, 2, 3, 4)
  • medical students (independent visiting, UBC visiting)
  • postgraduate (fellow)
  • postgraduate (resident, resident elective, resident-clinical associate)
  • postgraduate (trainee)
  • clinical trainee

The information published in the physician directory includes:

  • full name
  • educational registration status
  • gender
  • place of education
  • regulatory actions (if any)

The physician directory does not include an educational registrant's address, phone number, or email address.

The physician directory allows faculty and health authority personnel to confirm a learner's registration status in real time, online.
